Request for Community Training
VET profile
The term profile in Vocational Education and Training (VET) refers to a list of the Recurrent (11J), VETiS (11N, 11V, 11P) and User Choice (11K) funded course/qualifications negotiated annually with the Department of Employment, Education and Training (DEET). The Profile is developed in industry groups by delivery location. This Profile and the associated funding determine the basis of each VET Team budget. Additional funds are available through Notices of Variation (NOVs), domestic full fee and Fee for Service activities.

Development of the profile
VET Team Leaders are responsible for the development of the profile for their Team. For VETiS, Profile development is negotiated through Senior VET Advisor - Secondary School Relations and Profile Management. A separate CDU VETiS application is submitted to DEET to coincide with the annual call for submissions. As contestable funding VETiS allocations is determined by DEET. For Recurrent and User Choice the development takes into account:
- Activity in the previous and current year
- Regional and remote delivery requirements
- Corporate history
- New initiatives
- Reviewed courses/training packages
- Industry intelligence
- Government priorities
The combined Profile for Charles Darwin University is then negotiated with DEET prior to being included in the Resource Agreement. This usually takes place by November in the year prior to the delivery year.
Monitoring of the profile
Monitoring of the Profile and Notices of Variations takes into account:
- Enrolment against target by funding source by course by delivery location
- Resulted against target by funding source by course by delivery location
The Profile and Notices of Variation are monitored:
- On a weekly basis by the Vice Chancellor's Management Group and VET Quality and Planning through the VET Business Improvement Group
- On a ongoing basis by the VET Team Leader
- On a quarterly basis by the VET Business Improvement Group in conjunction with the NT Manager and Team Leader
- On a quarterly required reporting schedule by DEET
Flexibility and variations in profiles
With the exception of VETiS, the Profile is dynamic and allows for variations to occur within industry groups however, the bottom line target must remain constant. Movement between industry groups and funding sources requires approval of the Director, VET Quality and Planning, and DEET.
Resource agreement
Each year Charles Darwin University signs a resource agreement with the Northern Territory Government through DEET for the provision of vocational education and training.
The Agreement sets outs the terms and conditions to be met during the life of the Agreement - usually a calendar year. As well, the Agreement specifies by delivery location; (11N) VETiS Urban (11V & 11P) VETiS Remote and specifies by industry group the Recurrent Funding Training Profile (11J), Australian Apprenticeships Training Profile (11K), Funding Rates for Urban, Remote 1 and Remote 2 locations, Reporting and Acquittal requirements and Special Allocations.
The original Resource Agreement is held at Registry.
Notices of variation
Notices of Variation (NOV) are attachments to the Resource Agreement and are for the provision of funding for the purchase of additional VET programs and services to that agreed in the Resource Agreement.
Training for Remote Youth, Flexible Response Funding, VET Equipment Grants and Pre-Vocation Funding are some examples of programs that are detailed in Notices of Variation. NOVs specify the training program details including units/qualifications, delivery location, target AHC, specific conditions and reporting requirements, financial arrangements as well as additional costs and conditions.
All original NOVs are distributed by DEET to the Senior VET Advisor - Secondary Schools Relations and Profile Management. The Senior VET Advisor registers the NOV and sends an electronic copy to the VET Team Leader. The original signed NOV is held at Registry.

Request for Community Training
In order to clarify and formalise the steps involved from a community requesting training, through to the VET Delivery Teams delivering training, a CDU process and checklist has been developed. Primarily, training needs are articulated back to the CDU VET Delivery Teams with the objective of determining the ability to provide training, identify funding sources and establish delivery modes and dates.
The Request for Community Training Process outlines steps to be followed by;
- Field Officers in articulating information to Delivery Teams
- Delivery Teams in responding to requests
- Senior VET Advisor, Profile Management, in recording the training request and advising on successful funding through Notices of Variation (NOV).
In conjunction with the above process a Request for Community Training – Checklist has been developed. This form is used by CDU Field Officers to convey Regional and Remote Training Opportunities to VET Team Leaders.
VET Team Leaders use the form to; seek further information, accept the proposed training and allocate delivery strategies, or to reject the proposed training.
Finally the form is used by the Senior VET Adviser, Profile Management to record the requests and to advise Teams once external funding has been approved to deliver the program.
