Commonwealth supported students
To be eligible for a Commonwealth supported place students must meet one of the following residency requirements:
- Australian citizen
- New Zealand citizen – residing in Australia during the relevant semester or teaching period
- Permanent resident – residing in Australia during the relevant semester or teaching period.
Special note:
- New Zealand citizens and Permanent residents (non-humanitarian visa holders) residing in Australia whilst undertaking a unit of study within a course will be required to pay the full student contribution band rate upfront (i.e. are not eligible to defer payment through any of the HECS-HELP programs or a discount)
- New Zealand citizens and Permanent residents (non-humanitarian visa holders) residing outside Australia whilst undertaking a unit of study within a course will be required to pay the full fee paying tuition rate (i.e. are not eligible for HECS-HELP programs or a discount), as by living overseas they are no longer considered a Commonwealth supported student.
The Commonwealth contributes some but not all funding to provide teaching and facilities for students considered to be Commonwealth supported. In accordance with the Higher Education Act 2003 universities set the student contribution fee for Commonwealth supported students within ranges set by the Australian Government each year. The amount that applies to each unit depends on which student contribution band the unit is classified and the value of the unit.

Commonwealth supported student fees
Students must meet residency requirements to be considered Commonwealth supported.
2012
Unless students are assessed to be either a pre-2010, pre-2009 or pre-2008 student, these fees are applicable to all students commencing in a Commonwealth supported undergraduate course or selected postgraduate by coursework courses in 2010.
The reduced maximum student contribution amount for units of study in mathematics, statistics and science applies to all students who commence their course of study on or after 1 January 2009, regardless of the course of study.
It also applies to continuing students who commenced before 2009 in a non-Natural and Physical Sciences (non-NPS) course of study, did not complete that course of study and, on or after 1 January 2009, transfer to a Natural and Physical Sciences (NPS) course of study.
From 1 January 2010, the maximum annual student contribution amount for commencing Commonwealth supported students undertaking education and nursing units of study will be increased from the ‘national priority’ rate to the band 1 rate.
The increased maximum annual student contribution amounts affect only students who commence their course of study at a higher education provider on or after 1 January 2010.
Existing students will continue under existing arrangements (pre-2010 students).
Pre-2010
The reduced maximum student contribution amount for units of study in mathematics, statistics and science applies to all students who commence their course of study on or after 1 January 2009, regardless of the course of study.
The reduced maximum student contribution amount for units of study in mathematics, statistics and science applies to:
- All students who commence their course of study on or after 1 January 2009, regardless of the course of study; and
- All continuing students who commenced before 2009 in a non-Natural and Physical Sciences (non-NPS) course of study, did not complete that course of study and, on or after 1 January 2009 transfer to a Natural and Physical Sciences (NPS) course of study.
It also applies to continuing students who commenced before 2009 in a non-Natural and Physical Sciences (non-NPS) course of study, did not complete that course of study and, on or after 1 January 2009, transfer to a Natural and Physical Sciences (NPS) course of study.
Grandfathering arrangements exist for Commonwealth supported students who commenced a course of study prior to 1 January 2010 and had not completed that course prior to that date.
A person is a pre-2010 student for a unit of study if the person started the course of study of which the unit forms a part before 1 January 2010 and was a Commonwealth supported student in relation to a unit of study in that course and:
a) the person had not completed the course by 31 December 2009; or
b) in 2009 the person was undertaking an enabling course; or
c) the person has completed the related course for an honours course and is undertaking the honours course of study..
Pre-2009
Unless students are assessed to be a pre-2008 student, these fees are applicable to all students commencing in a Commonwealth supported undergraduate course or selected postgraduate by coursework courses in 2008.
Pre-2008
You are a pre-2008 student if:
- You commenced a course of study before 1 January 2008 and were a Commonwealth supported student for a unit in that course; and
- You did no complete the course before 31 December 2007 (or if you did complete your course it was an enabling course or a course related to a current honours course); and
- You are undertaking a unit of study in accounting, administration, economics or commerce; and
- Have not discontinued enrolment in the course since that commencement.
Students are not taken to have discontinued their enrolment if they have:
- Taken a leave of absence with written approval from the University;
- Transferred in 2008 into another course of study at the same level (i.e. undergraduate or postgraduate level) with the same provider or another provider;
- Enrolled in an approved cross-institutional programme at a host provider.
Pre-2008 students retain this student status until 31.12.2012 - after that date their fees will be the same as students commencing a course in 2013.
Non-Commonwealth Supported students
2012 Domestic full fee paying student tuition fees
These fees apply to domestic higher education undergraduate and postgraduate by coursework students who do not have a Commonwealth supported place.
They apply to the following groups of students:
- Postgraduate students who, in 2012, are commencing studies in a fee-paying postgraduate by coursework course
- Postgraduate students who, in 2011, or prior to 2011 were enrolled as full-fee paying students in a postgraduate by coursework course
- Domestic undergraduate students that are studying an undergraduate course without a Commonwealth supported place
- Students enrolling in a miscellaneous course (course code MISC)
- New Zealand citizens and permanent residents (non-humanitarian visa holders) residing outside Australia whilst undertaking a unit of study within a course.
