FINF2120 - Maintain Fee Type Fee Cap - New for Release 12.0

Concession Overrides

  

This function enables institutions to define Fee Type Fee Cap reference data (i.e. a Concession Override type and amounts) in context of a Fee Type, Fee Cap Calendar Instance (i.e. Fee Cap Period). This includes:

  • Minimum and maximum amounts that a person can be assessed for a Fee Type in a given Fee Cap Period, and
  • The override minimum and maximum amounts for the Concession Type.

Note: Currently, this form only applies to VET Fee Types with a Management Level of UNIT where the Fee Cap Indicator = Y.

This form is accessed via the ‘Fee Cap Calendars’ button on the Maintain Fee Types (FINF2100) form and opens in context of a selected Fee Type. It shows the Fee Type and any Fee Cap Calendar Instances assigned to the Fee Type.

This form can also be accessed in enquiry-only mode via the Fee Cap Calendars button on the Maintain Fee Categories (FINF2800) form. In this case the form opens in context of the Fee Type selected in FINF2800, and all Fee Cap Periods associated with the specific Fee Type are listed.

To create a new Fee Cap, select a Fee Cap Calendar Instance and define Cap data to the Calendar Instance, such as minimum and maximum cap amounts and, if required, a Concession Type and minimum and maximum amounts for that Concession Type.

  • Start Date
  • End Date
  • Description
  • Minimum Assessment Amount
  • Maximum Assessment Amount

Concession Overrides block contains:

  • Concession Type
  • Description
  • Minimum
  • Maximum

Rule/Notes:

The Minimum and Maximum Assessment Amounts are the minimum and maximum amounts that a person can be assessed for the particular Fee Type within the specified Fee Cap period.

The Concession Override Minimum and Maximum fields are used to specify the minimum and maximum amounts that will apply if a person holds a particular concession. These amounts are used instead of (i.e. override) the Minimum and Maximum Assessment Amounts specified in the corresponding fields in the Fee Cap Calendar Instance block, for the Fee Type.

Validations:

  • Fee Caps can only be defined for Fee Types with the following attributes:
    • System Fee Type of VET
    • Management Level of UNIT
  • Fee Caps can only be specified for Fee Types with a Fee Cap indicator of Y (i.e. the Fee Cap checkbox on the Maintain Fee Types FINF2100 form is checked).
  • Only one Fee Cap Calendar Type can be set for a Fee Type at any one point in time, therefore you cannot set up overlapping dates for Fee Cap Calendar Types.
  • You must specify either a minimum assessment amount or a maximum assessment amount for a Fee Cap or a Fee Cap Concession (i.e. one assessment amount can be null but not both amounts.)
  • A closed Concession Type cannot be selected for an override.
  • No gaps can exist between fee cap periods.

More than one Concession Type can be associated with a Fee Cap.

Only one Fee Type Fee Cap can be set for a Fee Cap Period.
