Government Student Statuses associated with FEE-HELP. Note: FEE-HELP Govt student statuses can be recorded against a VET SCA, with appropriate validations and restrictions. (The 'VET FEE HELP Available' checkbox in STAF1127 is used to indicate that courses with a Govt. Funding Source are eligible for VET Student Loans (formerly VET FEE-HELP.)

Government Student Statuses associated with OS-HELP

This function includes a form to facilitate the creation and maintenance of Loan Schemes and related Government Student Status (SS) codes. It will enable one or more SS codes to be mapped to each Loan Scheme.
It is the responsibility of Institutions to associate the appropriate SS codes with the Loan Schemes. Institutions are responsible for closing the Loan Scheme records associated with PELS and BOTPLS to restrict usage of Loan Schemes and mapping of Loan Schemes to new Fee Types.
New System Transaction Types are created to differentiate between HECS-HELP, FEE-HELP and other Loan Schemes. These new system values are mapped to the appropriate Loan Scheme.

VET Student Loans
A VET Student Loan scheme record should be created here which corresponds to the VET FEE HELP loans that were available prior to 2017. The VET Student Loan scheme record should be the same as the VET FEE HELP loans, except that it has the VET Loan Cap indicator selected. This will allow the transition to the capped Government VET student funding introduced in 2017.

FINF1S00 is accessed from the main menu.

• Government Student Status (LOV)
• Description
• Closed check box

Rules/Notes:

Validations include:

• The System Transaction Type must have a transaction category of ‘LOAN’.
• The Government Student Status must not be closed because a Loan Scheme cannot be mapped to a closed Government Student Status.
• If the System Transaction Type is not SAHLPLOAN, then a System Loan Scheme Log value must be recorded.
• If the System Transaction Type is SAHLPLOAN, the the System Loan Scheme Type must be GOVT.

One Loan Scheme Type could be associated with multiple Government Student Status codes.

The VET Loan Cap indicator determines whether loans applied under the Loan Scheme are subject to an upper limit for each Student Course Attempt.

Existing Loan Schemes may be queried, or a new Loan Scheme created.

Rules/Notes:

When selecting a Loan Scheme from the top block, a System Loan Scheme Type must also be selected. They are GOVT - (the old HECS Payment Option), and include any Government Student Status, or LOCAL - any institution defined Loan Scheme.

The System Liability Log and System Liability Notice Extract fields are optional.

The System Transaction Type cannot be updated for External Study Loan Schemes. (Loan Schemes for which current External Study Loan Scheme records exist in ENRF0185).

Govt Student Status must be 240, 241 or 242 for External Study Loan Schemes.(Loan Schemes for which current External Study Loan Scheme records exist in ENRF0185).

If you define more than one student status for a loan scheme with a System Transaction Type of OSHELPLOAN, then a warning is displayed.

The Loan Scheme Government Student Status

Only Student Statuses that define a student as eligible to defer part or all of their debt, or a Student STatus that defines a student as eligible for a discount, should be mapped to a Government Loan Scheme.

Student Statuses that define a student as a Commonwealth Supported Student but restricted to paying Student Contribution Amounts upfront, should not be mapped to a Government Loan Scheme because there should no loan amount calculated for outstanding debt as the Census Date or a Student Status Snapshot created.

'Government Student Status' was previously called 'Government HECS Payment Option'.

If no Government Student Status exists for a Loan Scheme then student records that use the same Loan Scheme will not be processed in FINJ6240 - Process Student Loan Scheme.
