The first stage of the TAS Cycle is planning the delivery of a Training Product by the Training Package Working Advisory Group (TPWAG). This stage involves seeking industry input and advice to determine the electives, trainer and assessors, facilities, resources, equipment and the delivery arrangements for different student cohorts.

The steps involved in planning the TAS are set out in the VETQMS Training and Assessment Strategy (TAS) Cycle Procedures. The specific requirements for preparing an Expression of Interest and a Resource and Planning Application are set out in the VETQMS Scope Management Procedures. The VET Industry Engagement Procedures set out the steps for engaging with industry.
