This form is used to maintain Student Amenities HELP information for a student. Institutions can use this form to record information about a student's intent to defer payment of the Student Amenities fee via SA -HELP.

Amendments to the Higher Education Support Act 2003 (HESA) will allow institutions to charge a compulsory Student Services and Amenities Fee (SA Fee) from the second half of 2009, and provide a loan scheme for students who wish to defer payment of the SA Fee.

A lamp will display to indicate if the student is not enrolled in a course, the citizenship code also displays, and if the student is DECEASED or ENCUMBERED.
e.g. Not enrolled to any SCA Citizenship Code: 1 ENCUMBERED

The Student Course Fee button opens FINF9100 (Student Course Fee Attempt Inquiry) with this student in context.

The form can be accessed in query mode directly via the Callista menu.

*Note: Under proposed amendments to the Higher Education Support Act 2003 (HESA), the Australian Government have proposed that institutions may charge a compulsory Student Services and Amenities Fee (SA Fee), and are proposing to provide a loan scheme for students who wish to defer payment of the SA Fee.
As of December 2009, the amendments have not been passed by the Federal Senate. If the amendments are passed in the future, additional functionality may be provided, as more details are provided by the Australian Government.

Only legitimate Tax File Numbers can be recorded.

When a Tax File Number is recorded in this form, a check is made that the number isn't already recorded for another person either here or in ENRF3110 or ENRF3240. If this occurs the new Tax File is not accepted.
Callista also checks that, where a Tax File Number has been recorded for this person - either here or in ENRF3110 or ENRF3240, then it matches the new one recorded here. If it doesn't then a warning is displayed.

After the tax file number has been recorded it is masked and cannot be viewed on this form.

The Start Date will default to the date the SA HELP record was first committed. It is updateable until the End Date has passed.

If the End Date is recorded and the date has passed, then other SA HELP information cannot be updated (all the columns in this block (except End Date fields) will set to non-updateable.). The End Date, however, can be removed or updated even when it has passed.  Once the End Date is removed or updated to a future date, then the other fields are updateable.

The End Date must be after the Start Date.

The End Date must be after the Declaration Date.

The Date Range cannot overlap with other SA HELP records for a student.

If a student is not eligible to apply for SA HELP based on their government citizenship code, then a message is displayed and the SA HELP record cannot be saved.

If the Person is not enrolled in a Course, a warning is displayed when the record is saved and a lamp to this effect is displayed thereafter.

A Declaration Date must be recorded.

To create an SA HELP Application record for this student:

• Go to ENRF3240
• Query for this student
• Record the Start Date (or else it will default to today)
• Record the End Date if applicable
• Record the Tax File Number or else record the TFN Certificate Number of an application for a TFN
• Today's date will automatically fill the Tax File Number Recorded Date field when a valid TFN has been saved. This value can be changed if required.
• Record the the date that the student has provided a dated signature in the Date of declaration field.
• Record Comments if required.
