The OECD’s Observatory of Public Sector Innovation (OPSI) notes that ‘the scale and complexity of the challenges governments are facing today require public institutions to adopt novel ways to think and implement public policies. This means being able to develop innovative responses to tackle long-term transformations such as those related to aging societies and automatisation of work while keeping the public sector productive and responsive to urgent needs.
If this is the case, then how does the public sector grow the skills and capabilities required now and into the future? How do we deliver a ‘fit for purpose’ public sector? We know we need to attract, recruit and retain talent in a competitive labour market, including paying special attention to the emerging skill sets required for our public sectors to be future fit. We also know we need to deliver ‘right people, right place, right time’. These and other policy considerations drive the public employment environment. I will explore these considerations in my talk.
Bio
Vicki Telfer has been the NT Commissioner for Public Employment since September 2019. Vicki has a strong focus on achieving a modern, flexible, and future focused workforce. Vicki has implemented delivery of the 2021-2026 NTPS Strategic Workforce plan, the 2021-2025 Aboriginal Employment and Career Development Strategy and a new Code of Conduct for all NTPS employees. Rejuvenating NTPS leadership and the development of employees is a key priority. In her role as the statutory employer for the NTPS she has responsibility for setting fair and contemporary terms and conditions of employment for NT public servants. Prior to this appointment, Vicki was the Deputy Secretary for NSW Treasury for 9 years and has over 25 years’ experience as a leader in industrial relations. In 2020 Vicki was awarded the Public Service Medal (PSM) for outstanding public service to industrial relations policy and reform in NSW.
