About
The COVID-19 Quarantine and Isolation Model of Care forms part of the translational research to improve health outcomes project funded by the Medical Research Future Fund. It is focused on the Centre for National Resilience, Howard Springs Quarantine Facility and sought to determine those policies and practices that contributed to the site’s success to present as an open-access quarantine guide for future use.
The Centre for National Resilience accommodated over 33,000 residents across domestic, international, humanitarian and repatriated people. This repurposed quarantine facility was considered a model of best practice in Australia with successful prevention of COVID-19 transmission from the facility into the community. The research team analysed de-identified audit data and information from the site’s operational period and examined the resident’s quarantine and isolation experience. The staff and leadership teams’ perceptions of site functions and infrastructure were additionally captured through online surveys.
The research outcomes have been collated to inform an evidence-based set of guidelines with practical instructions and processes for implementation in future pandemic responses. This consists of six core sections: Processes, infrastructure and communication; Infection prevention and control; Health Workforce, Resident care; Health, well-being and clinical care and the Northern Territory pandemic response.
The guidelines have been presented as an open-access web resource.

Presenters:
Angela Sheedy is a Registered Nurse and Senior Research Officer in the CDU Menzies School of Medicine, a role supported by a Bachelor of Health Science in Nursing and Masters of Public Health. With a diverse range of health experience which compliments her academic interests in public health, chronic disease and Indigenous health care, Angela has also focussed largely on the development of innovative on-line blended learning for students.
Past projects have included curriculum development, research into primary health care and study preparation for undergraduate nurses, and the creation of a number of open-access online health education resources. Today Angela is involved in several projects centred on the Northern Territory Emergency Response to COVID-19.
Lisa Vermeulen is the Director of Nursing and Midwifery Population Primary Health Care. Lisa is an experienced director and registered nurse with over 30 years of service within the public health system. She has extensive experience in strategic and operational management, leading health responses in emergency care and infection prevention and control.
Lisa has a skill set in emergency and primary health care, disaster response, psychiatry and infection prevention & control. She is a subject matter expert in Disaster response, Outbreak response and Humanitarian intervention. Lisa is appointed to a Clinical Associate Professor position at Charles Darwin University and an Adjunct Senior Lecturer at Melbourne University for their Disaster coursework.
She is known for building high-performing teams in resource-poor environments and is passionate about building and establishing a workforce across remote health area services to improve social determinates of health and improving health outcomes.
Allan Anderson is a Senior Advisor for Emergency Management Australia and an appointed Clinical Lecturer at Charles Darwin University, Menzies School of Medicine.
Allan has over 20 years of experience within the emergency management sector, specialising in health logistics and operations; highly regarded within the sector for his ability to coordinate responses requiring multiagency liaison and strategic operational management.
His leadership roles have supported the coordination of Australian Government operational responses throughout the COVID-19 Pandemic managing quarantine environments in New South Wales, Western Australia, Victoria, and Northern Territory Centre for National Resilience. Crisis assisting humanitarian repatriations, Afghanistan refugee crisis, NSW Bushfires, NSW floods, catastrophic extreme weather events, and international liaison for New Zealand's White Island Volcano disaster and multiple deployments with the Australian Medical Assistance Team (AUSMAT) as the Director of Operations.
